Membership is open to anyone 18 years or older whose primary residence is within the NPU, as well as to any corporation, organization, institution, or agency which owns property or has a place of business within the NPU.

NPU-J includes the neighborhoods of Center Hill, Dixie Hills, Grove Park, Harvel Homes, Penelope Neighbors, and West Lake. NPU J meets on the fourth Tuesday of the month at 7 p.m.

NPUs are official, volunteer-managed organizations that provide input to the City of Atlanta on public safety, permits, land use, planning (including variances & zoning), liquor licenses, and special events & festivals, among other neighborhood matters. There are 25 NPUs across the city. They were created by Atlanta Mayor Maynard Jackson in 1974 to elevate resident voices. NPUs typically meet once a month to conduct business.
