  • Adopted legislative directives related to expanding public safety restorative programs to include mediation services and victim services and an analysis of youth diversion programs.
  • Received several reports related to public safety initiatives diverting services away from police response including the Safe and Thriving Communities Action Plan and a New York University study, Community Safety Ecosystem Asset and Gaps Analysis.
  • Discussed a new collaboration between the MPD and the NAACP related to mediation services for neighbor conflicts, which was announced following the fallout over the alleged shooting of Davis Moturi by his neighbor, John Sawchak.
  • Discussed a new legal opinion from the City Attorney stating that only the Mayor has the ability to formally adopt a “plan” document. This is another conflict between the mayor and council related to implementation of the “strong mayor” system of government.
